The Office of the Director/Secretary provides overall leadership for NMDA’s six divisions (see below). It establishes policy for the operation of the department and serves as liaison between agricultural producers and state and federal government entities. Staff in the Director/Secretary’s Office work on budget issues, information technology, personnel matters and staff development, as well as grant programs administered by the department. The Director/Secretary’s Office also oversees Agricultural Biosecurity, which collaborates with the agriculture industry, law enforcement agencies, and state and federal agencies to design and direct programs that safeguard and secure the agriculture industry.
The Agricultural and Environmental Services Division administers pesticide-use laws through product registration, applicator licensing, and inspection; directs pest-detection surveys, regulates quarantines, and regulates the sale of live plants and cut flowers; and regulates distribution of feed, seed, and fertilizer through product registration and inspections. Those program areas are supported by the work carried out in two laboratories. The State Chemist Laboratory analyzes feed, fertilizer, and pesticides. The State Seed Laboratory analyzes seed and provides technical information on regulatory samples for NMDA. The services of both labs are available to the public and to other agencies on a fee basis.
The Agricultural Programs and Resources Division provides technical and administrative resources and planning assistance to the agriculture industry, as well as to soil and water conservation districts. The division monitors, investigates, analyzes, and disseminates information to influence policy decisions affecting the viability of agriculture in New Mexico, as well as the sustainability of the state’s natural resources.
The Dairy Division inspects and permits dairy farms, dairy-processing facilities, and milk samplers/haulers. Across the state, the Dairy Division monitors raw-milk quality from all dairy farms and samples milk products from all dairy-processing facilities to ensure that they meet the standards set by the Pasteurized Milk Ordinance. Various cheese products are sampled and analyzed for total coliform bacteria, Salmonella, campylobacter, listeria, streptococcus group C, and yersinia enterocolitica.
The Marketing and Development Division is responsible for state, national, and international market expansion and development for New Mexico produce, livestock, and processed foods through commodity promotions. Marketing and Development is also responsible for produce quality inspection; market news; agricultural statistics; and licensing of produce brokers and shippers. Marketing and Develop houses New Mexico’s Organic Program, which provides USDA/NOP-accredited organic certification for farmers, ranchers, and food processors/handlers throughout New Mexico.
The Standards and Consumer Services Division oversees the Consumer Services Bureau, which provides weighmaster licensing and inspection of weighing and measuring devices, packaged commodities, eggs, and dairy products. SCS also oversees the Petroleum Standard Bureau, which inspects petroleum-measuring devices and quality of petroleum products. The work of each bureau is supported by a corresponding laboratory The Metrology Laboratory maintains custody of official state standards for mass, volume, and length; calibrates weights and measures used in department regulatory activities; and performs calibration services on a fee basis for industry. The Petroleum Standards Laboratory analyzes official samples to enforce petroleum product quality standards and specifications It also offers sample analyses on a fee basis for industry and other agencies.
Veterinary Diagnostic Services, on a referral basis from veterinarians and agencies, performs diagnostic analyses of animal specimens to determine the cause of death or to identify diseases. VDS is housed in Albuquerque with the Office of Medical Investigator; VDS also collaborates with New Mexico Department of Health.
